Joint Application by Six Civil Society Organisations for the Initiation of the Implementation Process of Yalçınkaya Decision

We, six NGOs operating across Europe, are making a submission to the Committee of Ministers of the Council of Europe regarding their crucial role in implementing European Court of Human Rights judgments. The Yalçınkaya judgment, affecting over 100,000 victims in Turkey, was delivered on 26 September 2023. Despite the systemic violation identified by the Court, the Turkish government has yet to submit an action plan.

Our joint submission highlights the pending implementation and thousands of ongoing cases due to Article 7 violations. We kindly request the Committee of Ministers to prioritize the supervision of this judgment in the September 2024 session.
